Working with Layers in Photoshop
Layers are the building blocks of Photoshop. A layer is a virtual construction that enables you to perform editing tasks on a layer. Each layer has its own editing settings, including color, opacity, position, and more. In addition to editing settings, each layer has its own set of properties that enable you to manipulate the layer and its contents. Some of the most common things you can do with layers include grouping them, enabling transparency, and merging them, which are covered later in the chapter.
At the default settings, Photoshop creates a transparent layer when you create a new image. The new layer also has its own separate layer mask and adjustment layer. The layer mask is what enables you to perform editing and compositing on the layer. The adjustments layer allows you to modify the settings of a layer without affecting the layer mask.
A basic layer
The default layer is the Background layer, which offers you a great way to edit the entire new image. However, by default, the Background layer’s initial settings prevent you from doing anything with it. The Background layer is a distinct layer with no layer mask and no adjustments layer attached, as shown in Figure 2-6.
You can’t modify a Background layer’s settings. This is usually the layer you use to open the image, but that’s not an issue for beginners. The Background layer is a default layer that Photoshop creates when you open a document and saves the file without any changes.

Photoshop Elements has multiple layers, objects and paths that can be added to a document.
You can create complex images, add objects, change colors, add artistic effects to images, and blend objects and images together in a much more advanced way than in Photoshop. You can make the most of Photoshop Elements multiple layers and masking when working with images.
To begin creating layers in Photoshop Elements, go to File > New and choose the Layer option.
Go to the Layer menu and choose the stacking type you want to use – this will determine how the layers will arrange.
Create a new layer by clicking on the New Layer button and select the next available color.
You can add text and shapes to your layer or create a new object.
When you first add text and shapes to a layer, you don’t see the layers as separate objects. They appear in the same area as the other objects, so that you can change the content or transform the layers later.

ABSTRACT
An adaptive layer-by-layer (a-bLbL) two-dimensional electrostatic lithography method is reported that can develop multilayer polystyrene (PS) thin films based on the electrostatic forces between self-assembled layers. The PS film is freely suspended on a glass substrate and is ready for further deposition of additional PS film layers. We are able to fabricate PS multilayer films as thin as 15 nm with a maximum thickness of over 500 nm. The a-bLbL method can fabricate PS-coated surfaces with different structures and compositions. The a-bLbL processing mechanism, including the relationship between the thickness of thin films and charging conditions, is discussed. These studies enhance our fundamental understanding of electrical forces in thin films and thus may be helpful in the fabrication of smart devices based on electric contacts, triboelectric materials, and energy storage devices.

SACRAMENTO — The race to secure federal education dollars is on, but what is being left out of some important discussions is the reality of small community schools.
Through the Race to the Top application process, federal money is being made available to states in an attempt to boost student achievement and help schools better serve their needs. But the application only addresses schools and colleges, leaving cities and towns out of the discussion.
What are the implications of the lack of local input in the selection of grant recipients?
“While that is unfair, the reality is that most businesses in this country are locally based so it’s just not on the table,” said Bob Blank, vice president of the Small Business & Entrepreneurship Council.
As an example, Blank highlighted the application process for the Secretary of Education’s school turnaround initiative, “Partnership to Drive Educational Success.” States apply for funding, but the application takes into consideration everything from poverty to school and classroom size to test scores, a process that begins in February.
“The whole point of it is to create a conversation with stakeholders in education to hopefully shape policy and school practices to improve academic outcomes,” Blank said.
The $4.3 billion school-improvement grants were designed to improve low-performing schools and close achievement gaps. Schools or school districts with adequate funds will not have to participate, and they will have three years to transition
