If you have an Oracle Database, you can use TOAD (Data Access for Oracle Database). It is a nice graphical tool for loading and manipulating data. You can get it here.

TOAD is the best choice.
You need to install an Oracle client on your PC or laptop. Which client to use is not really relevant, but if you are using Windows, Oracle Database is probably the best choice.

The executable file of DBF Loader (DBFLoader.exe) is freeware. It consists of one EXE file with menu. Its menu is installed in folder “C:\Program Files\ORACLE BI\ORACLE9”. It need Oracle 9 OMS driver in order to work. DBF Loader support DBF 5 or higher files. It can load DBF 5 files, but can’t open DBF 4 or lower versions.
