The OIG’s findings and recommendations, which were based on reviews of all alternative assessments and value determinations performed by the Federal Insurance Centers (FICs) during FY 2018, include:
During FY 2018, the OIG conducted a review of all alternative assessments and value determinations performed by the three FICs – the FIC in the District of Columbia, the FIC in Maryland, and the FIC in the District of Puerto Rico. The OIG sought independent third-party evaluations of the FICs’ work, most notably in the performance of cost analyses, to help ensure quality. The OIG also took a closer look at FIC staffing and competencies that are used to conduct cost analyses and value determinations. The OIG did not identify any areas of concern. However, the OIG did identify areas that needed improvement and that could potentially impact the level of service provided by the FICs.
The OIG evaluated alternative assessments for quality and value by conducting a review of all alternative assessments and value determinations funded by the FICs during FY 2018, and identified seven alternative assessments that could potentially benefit from more frequent use. After evaluating all aspects of all alternative assessments, the OIG recommended that the FICs remove four alternative assessments from consideration, effectively replacing those assessments with others that provide value for Medicare beneficiaries. The FIC in the District of Puerto Rico adopted these OIG recommendations. The FIC in the District of Columbia adopted three of the OIG recommendations and removed all four of the other OIG recommendations from consideration. The FIC in Maryland did not revise any of the OIG recommendations.
The OIG conducted a review of cost analyses funded by the FICs during FY 2018 to support value determinations and identified two cost analyses that could potentially benefit from more frequent use. After reviewing all aspects of all cost analyses, the OIG recommended that the FICs remove these two analyses from consideration, effectively replacing those analyses with others that may provide value for Medicare beneficiaries. The FIC in the District of Puerto Rico adopted both of the OIG recommendations and removed both analyses from consideration.
